Do I have to be be perfect in German or English to attend ?

Not at all, our aim is to match one or two learners with a native speaker or two, on each table so that people get a chance to mingle and speak with others of their choice.

It sounds like a tandem session, do I have to offer a language in return?

No, this is like a pairing of learner and native or other speaker, but you do not have to offer your language in return.
